Zhoushan Federation of Returned Overseas Chinese
Currently, Zhoushan City in Zhejiang Province is vigorously advancing its “985” Action Plan, which focuses on building nine major industrial chains, strengthening eight high-level development platforms, and addressing five major overarching priorities. To help overseas Chinese entrepreneurs and community leaders better understand the “985” initiative and seek investment and business opportunities in Zhoushan, the Zhoushan Federation of Returned Overseas Chinese, in collaboration with the Zhoushan Overseas Chinese Affairs Office, has compiled the Zhoushan City Key Investment and Talent Introduction Guide. Acting as a bridge through overseas Chinese networks, we are committed to serving as ambassadors for investment and talent promotion. Below is a selection of highlights from the guide.
Nine Major Industrial Chains
1. Green Petrochemical and New Materials Industry Chain
Led by the core green petrochemical industry, this chain aims to expand into downstream synthetic chemical materials such as new energy materials, electronic materials, and structural materials, while developing supporting sectors like chemical design, equipment maintenance, engineering services, and scientific services.

2. Energy, Resources, and Agricultural Products Trading & Settlement Chain
This “1+N” model centers on trade in key bulk commodities including oil, natural gas, iron ore, coal, grain, non-ferrous metals, and premium proteins. It aims to expand core industries and derivative services, attracting leading enterprises across sectors.

3. Shipbuilding and Marine Engineering Equipment Chain
Built around a “2+2” model, the focus is on expanding strengths in ship manufacturing and repair, and improving marine engineering manufacturing and ship component supply. Key sectors include special-purpose high-end vessels, non-ship marine equipment, retrofit and repair services, and design/engineering services—aiming to establish a world-class industrial cluster.

4. Digital Ocean Industry Chain
Based on a “1+3+N” framework, this chain focuses on smart marine electronics, intelligent marine equipment, and new digital ocean services, supporting sectors such as marine energy, marine engineering equipment, logistics, fisheries, tourism, and cultural industries.

5. Clean Energy and Equipment Manufacturing Chain
This “5+N” model promotes photovoltaic, energy storage, wind power, LNG, and integrated hydrogen energy sectors while exploring tidal energy, biofuels, and CCUS technology applications.

6. “One Fish” Marine Industry Chain
A “2+4+3+1” model that integrates marine aquaculture and fishing with deep processing, modern trade, tourism, marine biopharmaceuticals, and is supported by cold-chain logistics, high-end equipment, technical services, and integrated business models.

7. Marine Culture and Tourism Industry Chain
Focused on “1+3”, this chain integrates marine culture, tourism, and sports, with new forms like recreational sea fishing, oceanic education, Zen tourism, wellness travel, and digital tourism. It supports building three thematic cities: City of Maritime Music, Island Sports, and Ocean Film.

8. Port, Shipping, and Maritime Services Chain
A “2+5” framework developing port and shipping services, and expanding maritime services including anchorage supply, crew services, ship trading, ship repair, and maritime finance.

9. Modern Aviation Industry Chain
Centered on aviation manufacturing, this “1+3” model expands to include low-altitude economy, civil aviation services, and maintenance operations.

Eight High-Level Development Platforms
1. Zhoushan Bulk Commodity Resource Allocation Hub
Includes building storage bases, processing bases, international maritime service bases, trade centers, and digital free trade zones. The focus is on enhancing trade, logistics, value-added processing, and digitized regulatory services, in coordination with futures markets and cross-border pilot initiatives.

2. Yushan Green Petrochemical and Strategic New Materials Base
Aiming to become a world-class petrochemical and new materials cluster, focusing on high-performance resins and advanced specialty chemicals.

3. Jintang Island International New Materials Hub
Developing a modern industrial platform emphasizing high-end resins, engineering plastics, biodegradable plastics, specialty polyesters, and fiber materials to form a “10,000-acre, 100-billion-yuan” industrial base.

4. Liuheng Clean Energy and New Materials Platform
An innovation-led base focusing on vehicle lightweight materials, renewable equipment materials, advanced packaging films, bio-based materials, optical materials, CO₂ utilization, and hydrogen-related technologies.

5. Offshore Renewable Energy Development Platform
Integrating production, conversion, and supply of offshore clean energy with innovation zones and equipment manufacturing clusters to explore deep-sea wind energy and other marine renewables.

6. High-Tech Zone Industrial Platform
Centered on smart photovoltaics, advanced information materials, optoelectronics, and equipment manufacturing. Emphasis is on digitalized, scaled, and intelligent development to form new industrial clusters.

7. Xiaogan Financial, Trade, and Maritime Service Island
Focus on logistics, ship technology, and commercial services. Attract shipping, ship agency, management, classification societies, inspections, arbitration, and maritime legal firms. Establish international centers for crew services, ship supply, technical support, and inspection.

8. Yongdong-Goushan Marine Technology Innovation Port
Targeting “Digital Ocean Hub, Youth-Friendly Urban Zone, and Startup Paradise,” this innovation port features the Donghai Lab, and centers on smart devices, electronics, and “ocean-themed” cultural and industrial innovation.
